Start of adaptation of the .wag files for the OR

After starting with the introduction of locomotive packages with .eng files for the OR in 2023, I am now also releasing freight car packages with .wag files for the OR. The first package is for the F-cars of the CFL and SNCB. All other freight car packages with .wag files for the OR will be released gradually.
